The Otero Soil and Water Conservation District is a governmental subdivision of the state of New Mexico organized under state law (Chapter 73, Article 20). A certificate of organization was issued by the Secretary of State on August 1, 1940.

The Otero Soil and Water Conservation District promotes and facilitates effective stewardship of natural resources by providing leadership, educational, technical and financial assistance to the citizens of Otero County.
